The Learning, Equity and Accountability Program Support Project aimed to improve the quality of reading and maths skills of children in grades 1 to 3 in a number of target regions and schools within the Philippines. The World Bank provided the Philippines Department of Education a results-based loan to implement a number of training programs, provide access to educational services, provide incentives and increasing accountability for the results achieved by school personnel as well as provide other educational resources designed to raise educational achievement. The program was particularly targeted to disadvantaged regions and groups in the Philippines. As part of this loan, the Department of Education required an independent agent to verify disbursement-linked indicators (DLIs) and confirm the achievement of selected DLIs. ACTRC was the successful independent agency.
ACTRC’s role was to establish a verification strategy, validate and report on DLI progress and results. This project commenced in December 2015 and concluded in December 2018.
