Independent Verification for the Teacher Effectiveness and Competencies Enhancement Project (TEACEP)

ACTRC is currently the Department of Education’s (DepEd) Independent Verification Agent (IVA) for the Teacher Effectiveness and Competencies Enhancement Project (TEACEP). 

TEACEP is a loan agreement between the Philippine government and the World Bank, with DepEd as the executing agency. Implemented from 2023 to 2028, TEACEP aims to improve education quality and provide equitable access to teaching from the Kindergarten level through Grade 6 (K to 6) with a content focus on literacy and numeracy. The project is implemented in Region IX (Zamboanga Peninsula), Region XII (SOCCSKSARGEN), and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). 

As the IVA for TEACEP, ACTRC was hired by DepEd to verify its reported achievement of project deliverables called Performance-Based Conditions (PBCs). The PBCs serve as pre-identified results that DepEd has to achieve for the release of subsequent loan disbursements. The PBCs subject to verification are focused mainly on the delivery of coaching and professional development opportunities for teachers, master teachers, school heads, and supervisors in the project-supported regions. ACTRC’s verification reports ascertain that the achievement reports of DepEd are valid and accurate. 

For this engagement, ACTRC works actively with DepEd’s Project Management Service, which serves as the TEACEP Project Integration Coordinating Office (PICO), as well as the World Bank, the National Educators Academy of the Philippines (NEAP), and other consulting firms.
