Xerxes M. de Castro is the ACTRC Research Officer for the Baseline Study on Language Match and Teacher Assignment in BARMM, Alternative Delivery Mode (ADM) Project-end Evaluation Study, and the Independent Disbursement-Linked Indicator Verification Agent for the Learning, Equity and Accountability Program Support (LEAPS) project. He was previously a member of the fieldwork team of the Longitudinal Study of Learning Achievement of Students in the Autonomous Region in Muslim Mindanao (LearnARMM), where he provided assistance in test development, translation and harmonization activities.

Xerxes is a Philippine-registered nurse whose interest in Education began as a reviewer and lecturer for the Nurse Licensure Examination. Also a licensed teacher, he completed a Certification in Professional Education and a Master of Arts degree in Education (Language Education) at the University of the Philippines – Diliman. His thesis work explored the development of a school-based language bridging training program based on the needs of Grade 4 teachers as they transition between mother tongue and second language instruction.
